NORTHEAST CARGO SECURITY COUNCIL (NECSC)
Governance Charter & Operating Framework
ARTICLE I: ESTABLISHMENT
The Northeast Cargo Security Council (NECSC) is formed as a collaborative alliance of private-sector leaders and law enforcement professionals dedicated to strengthening cargo security and reducing organized transportation crime throughout the Northeast United States.
This charter establishes the governing structure, authority, and operating principles of the Council.
ARTICLE II: PURPOSE
NECSC exists to serve as a regional intelligence-sharing and action forum focused on:
• Cargo theft
• Freight fraud
• Organized transportation crime
• Emerging threat trends
• Prevention strategy development
ARTICLE III: MISSION
To unite industry and law enforcement into a trusted working partnership that actively disrupts cargo crime networks, strengthens prevention standards, and improves recovery and prosecution outcomes across the Northeast corridor.
ARTICLE IV: REGIONAL SCOPE
NECSC represents organizations operating within:

ARTICLE V: GOVERNANCE STRUCTURE
NECSC shall be governed by a Board of Directors consisting of 9 total members:

ARTICLE VI: BOARD RESPONSIBILITIES
Chair (Co–Chairs)
• Sets strategic direction
• Presides over meetings
• Represents NECSC externally
• Oversees committee execution
Vice Chair
• Supports Chair
• Assumes leadership when Chair is unavailable
• Oversees operational initiatives
Secretary
• Maintains official records
• Documents meetings
• Oversees compliance
Treasurer
• Manages financial accounts
• Provides quarterly financial reports
• Oversees budget approvals
Board Members
• Lead assigned committees
• Drive initiatives
• Serve as industry subject matter leads
• Support membership growth
Law Enforcement Advisor (Non-Voting)
• Acts as intelligence bridge
• Advises on investigations
• Coordinates with task forces
• Protects law enforcement sensitivities
ARTICLE VII: REMOVAL & DISCIPLINE
A Board Member may be removed for cause by a two-thirds vote of the remaining Board Members.

Voting Members

Law Enforcement Members (Non-Voting)
Active Federal, State, and Local officers engaged in:
• Cargo theft
• Organized crime
• Transportation enforcement
Retired Professional Members (Non-Voting)
Former industry or law enforcement leaders in good standing.
Associate Members (Non-Voting)
Vendors providing:
• Security technology
• Tracking solutions
• Risk analytics
• Compliance tools
ARTICLE IX: MEMBERSHIP ADMISSION
• Application required
• Board review
• Closed ballot approval
• Conflict-of-interest screening
ARTICLE X: VOTING
• Voting rights restricted to private industry members
• One vote per member
• Physical presence required

NECSC will conduct monthly sessions.

ARTICLE XIII: QUORUM
Quorum requires:
• Minimum 10 members present
• At least two Board Members
ARTICLE XIV: DISSOLUTION
Upon Board approval:
• Organization may dissolve
• Assets donated to:
