Join the Board! Co Chair Sal Marino Sal Marino brings over 25 years of supply chain experience;10 in transportation and 15 in cargo fraud and theft prevention. He has held senior roles in sales, strategy, and security innovation, driving industry-wide efforts to strengthen cargo protection. Since 2009, he has led sales and member services for Verisk CargoNet, fostering collaboration among hundreds of companies and tens of thousands of users to share cargo crime intelligence. Sal also serves on two IMUA industry committees and has contributed to multiple advisory boards focused on logistics security and fraud prevention. Co Chair Maurizio Scrofani Maurizio Scrofani brings over 30 years of global experience in supply chain operations, risk management, and cargo theft prevention. A seasoned executive who has led large-scale transportation security and operational transformation initiatives for organizations including Macy’s, PVH Corp., Faber-Castell USA, and The Home Depot, he is the founder of MPS Solutions and The10thMan, and co-founder of CargoNet and Alto Assurance. Maurizio is known for translating complex cargo risk into actionable strategy, delivering measurable financial impact, and building collaborative frameworks that strengthen cargo protection across the industry. Vice Chair Tim Kennedy Tim Kennedy brings critical value to the Cargo Security Council through his extensive experience in marine risk management and loss control. As Director of Loss Control Services at Starr Insurance, he offers deep insight into cargo vulnerabilities, insurance-driven security standards, and operational best practices. His background as a marine surveyor and cadet equips him with practical knowledge of port and vessel operations, making him a key contributor to shaping effective cargo security policies and industry collaboration. Liason Chair Jared Palmer Jared offers over 20 years of hands-on experience, having served in General Counsel and other executive roles for several well-known logistics companies. As a licensed attorney, property & casualty broker, and surplus lines producer, Jared brings a wealth of expertise in complex claims, coverage issues, contract negotiations, and risk management. He serves as a key liaison between clients, underwriters, adjusters and claims counsel, providing strategic guidance and risk management support. His background as an expert witness, adjunct law professor, and published author further enhances the value he brings to his team and clients. Secretary Chair Steven Lang Steve is the Manager of Marketing and Member Services, leading content development for CargoNet and NER while overseeing customer service and onboarding programs. He drives cross‑team content projects and improves marketing efficiency and customer experience. With 14 years in marketing and customer service, he’s worked across content marketing, branding, and process improvement in industries including supply chain, retail, law enforcement, construction, and insurance. Steven has also spoken at cargo‑theft conferences nationwide and co-organizes the Cargo Theft and Transportation Summit. Treasurer Chair William "Ren" Hux Ren brings over 20 years of experience in supply chain loss prevention, supported by a proud military background and prior law enforcement service. Since 2005, Ren has contributed to strengthening cargo security and risk mitigation across retail distribution. In his current role at TJX, Ren leads initiatives to enhance domestic and international supply chain security, working collaboratively to ensure resilience and operational integrity. Chair Elect Paolo R. Scrofani Paolo Scrofani serves as Director of Administration for The10thMan and Director of Operations for TruckWarden, a specialized security brand focused on logistics protection. He played a key role in developing and advancing the CCTPS Certificate in Cargo Theft Prevention program, equipping professionals with practical tools to identify risks, support C-TPAT compliance, implement high-risk route protocols, and reduce losses. Paolo also leads innovative product initiatives, including Yard Secure smart yard management technology, tiered Warden security service offerings, and the SCAP1 Podcast, which highlights cargo security trends and organized theft. With a strong foundation in logistics and supply chain operations, he has held leadership roles spanning inventory management, transportation, distribution, and asset protection across manufacturing and 3PL environments. Paolo holds a Bachelor’s degree from Montclair State University.

Committee Submission Form Education Committee The Education Committee is responsible for developing and delivering high value content that informs, educates, and strengthens the supply chain security community in the Northeast. This committee will support the creation of webinars, podcasts, and training initiatives designed to help educate members. This committee brings together professionals with backgrounds in law enforcement, investigations, and security to support and encourage information sharing across the NECSC member base. Members will leverage their networks to enhance collaboration with law enforcement agencies in the Northeast. The goal of the Intelligence Committee is to improve awareness, support proactive prevention efforts. Member Committee The Member Committee is responsible for driving the growth, engagement, and overall strength of the NECSC community. This committee will focus on increasing membership while ensuring members remain active and engaged. Efforts include supporting outreach initiatives, identifying opportunities to expand the network, and enhancing the overall member experience through communication and involvement. The committee will also play a key role in preparing for the transition to a paid membership model in 2027 by helping define value, strengthen engagement, and ensure members clearly recognize the benefits of participation in the council. Created in response to the rapid rise of organized cargo crime and increasing pressure on freight networks, NECSC brings together shippers, carriers, logistics providers, retailers, manufacturers, insurers, and law enforcement partners in a collaborative forum built around real-world execution. The Council is designed to close the gap between intelligence and action—providing a trusted environment where operational leaders can share insights, align prevention strategies, and address risk collectively. NECSC was formed by practitioners who have lived the realities of transportation loss, operational disruption, and fragmented communication. Its purpose is straightforward: connect the people responsible for protecting freight, improve the flow of actionable intelligence, and help organizations move faster from awareness to prevention. Membership is open to organizations directly involved in moving, securing, insuring, or investigating cargo. The Council is intentionally cross-functional, recognizing that cargo theft does not operate in silos—and neither can prevention. Honoring the Foundation NECSC proudly builds on the legacy of the Eastern Region Transportation Security Council (ERTSC), founded in 1990 by four corporate security managers to combat cargo theft across the Northeastern United States. For more than three decades, ERTSC partnered closely with organizations including the New Jersey State Police and the FBI Newark Field Office, strengthening collaboration between law enforcement and the transportation industry throughout the region.
