Meet the NECSC Board Officers
The current Board structure is a temporary assignment created solely to help relaunch and stabilize the Northeast Cargo Security Council. The four of us are stepping in to get the program off the ground, rebuild membership, and establish the foundation for long-term governance. As the Council grows through 2025 and matures into 2026, we will actively seek permanent candidates to serve on the committees, advisory groups, and full Board to ensure the NECSC has a strong, stable, and sustainable leadership team moving forward.

Co Chair
Sal Marino
Sal Marino brings over 25 years of supply chain experience;10 in transportation and 15 in cargo fraud and theft prevention. He has held senior roles in sales, strategy, and security innovation, driving industry-wide efforts to strengthen cargo protection. Since 2009, he has led sales and member services for Verisk CargoNet, fostering collaboration among hundreds of companies and tens of thousands of users to share cargo crime intelligence. Sal also serves on two IMUA industry committees and has contributed to multiple advisory boards focused on logistics security and fraud prevention.

Co Chair
Maurizio Scrofani
Maurizio Scrofani brings over 30 years of global experience in supply chain operations, risk management, and cargo theft prevention. A seasoned executive who has led large-scale transportation security and operational transformation initiatives for organizations including Macy’s, PVH Corp., Faber-Castell USA, and The Home Depot, he is the founder of MPS Solutions and The10thMan, and co-founder of CargoNet and Alto Assurance. Maurizio is known for translating complex cargo risk into actionable strategy, delivering measurable financial impact, and building collaborative frameworks that strengthen cargo protection across the industry.

Vice Chair
Tim Kennedy
Tim Kennedy brings critical value to the Cargo Security Council through his extensive experience in marine risk management and loss control. As Director of Loss Control Services at Starr Insurance, he offers deep insight into cargo vulnerabilities, insurance-driven security standards, and operational best practices. His background as a marine surveyor and cadet equips him with practical knowledge of port and vessel operations, making him a key contributor to shaping effective cargo security policies and industry collaboration.

Liason Chair
Jared Palmer
Jared is an attorney, problem solver, advisor and entrepreneur, who has spent over 20+ years in supply chain management, specifically running and operating freight brokerages, freight forwarding and trucking operations. Jared has held various positions such as Chief Financial Officer, Chief Operating Officer, Chief Strategy Officer, Chief Risk Officer and General Counsel throughout his supply chain career.
Jared is a published author, public speaker and a former adjunct professor. Jared provides risk management consulting as well as expert witness services for the supply chain industry. Jared also provides advisory services to several businesses in the areas of business development, risk management, strategy, negotiations, and leadership development.

Secretary Chair
Steven Lang
Steve is the Manager of Marketing and Member Services, leading content development for CargoNet and NER while overseeing customer service and onboarding programs. He drives cross‑team content projects and improves marketing efficiency and customer experience.
With 14 years in marketing and customer service, he’s worked across content marketing, branding, and process improvement in industries including supply chain, retail, law enforcement, construction, and insurance.
Steven has also spoken at cargo‑theft conferences nationwide and co-organizes the Cargo Theft and Transportation Summit.

Treasurer Chair
William "Ren" Hux
Ren brings over 20 years of experience in supply chain loss prevention, supported by a proud military background and prior law enforcement service. Since 2005, Ren has contributed to strengthening cargo security and risk mitigation across retail distribution. In his current role at TJX, Ren leads initiatives to enhance domestic and international supply chain security, working collaboratively to ensure resilience and operational integrity.
